True costs of Nova Scotia settlement with Paper Excellence’s Northern Pulp remain unknown

Premier Tim Houston heralded the settlement agreement between Nova Scotia and Northern Pulp as setting “a new path forward for forestry that offers hope to the tens of thousands of Nova Scotia woodlot owners.”

Should Paper Excellence, which owns Northern Pulp, decide it is economically viable to build a new $1.4 billion Kraft pulp mill in Liverpool, 12 years after the Bowater mill in that area closed its doors, Houston said it could “kickstart a new chapter for communities along the South Shore and the province’s economy overall.”

Houston confirmed that the Northern Pulp mill in Pictou County, which closed in January 2020, will not re-open.
